Jim advised the members that at our last executive meeting it was decided for our
monthly meetings to be less formal
and more of a social evening. The basic format
will be as per this meetings agenda.
Jim also advised the members that at the last executive meeting is was discussed that
The community needs a
visitor information center. Turner Valley has offered the front
(west side) of the parking lot at the Flare n Derrick
and power. Rolly is looking into getting us an ATCO trailer, if that doesn't work we may have to rent on
even a holiday trailer for a couple of months during the summer. We are considering staffing with seniors
and youth supplying information from the area. Invite local organizations ie.
Turner Valley Oilfield Society to show off some of their
artifacts to provide interest.
Art Walk - is moving forward, the artist invitation is ready to go out and has been put up on our site.
Park and Flare n Derrick has been booked for August 9th. They still need to speak with the businesses
to get them on board. Artist registration is $40 to participate.
Budget has been prepared.
Expected expenses $1500, expected income $4100.
Goal is 100 artists/artisans.
Would like to have banners at the entrance to the towns and
at Millarville's Farmer's Market.
Business registration is $10 with that the business
will be listed in the program.
Tent is available from Black Diamond, but it is felt that they will require more. Suggested contacting
Lloyd Humphrey in Longview about their tent, if he doesn't have access to it he will know who does.
Also approaching the Boys and Girls club and legion
about holding events
to help expand the week events. Any other organization could
also become involved.
Need to refer the artists to the website.
$40 registration fee
Is non refundable.
Issue with insurance requested for by the Town of Turner Valley. Need to look into
this.
Jim also advised that at the executive meeting they decided to do more position papers
so that the chamber has one voice.
If a topic comes up the executive to do an outline,
brought to the members for
their views, paper developed and sent to council and businesses.
Signage formal presentation to Black Diamond council is June 4th. Executive to see
prior to presentation to council to sign off with approval.
Discussion regarding a moratorium being put on until the issue is resolved. Suggested that the information why
This should be done be faxed to Barb and sent out to the membership, a short membership involvement time with comments being sent back to
the executive for their
endorsement prior to the signage committee meeting on the 22nd.
Mike will take the request to Dianne in the morning to see if it can be put on
council agenda for their next meeting.
Suggested that it might be a good idea to have
a new member, new business present to council as their would be no preconceived
perceptions on their comments.
Cathy from the Okotoks Wheel was present and advised that the Foothills Country Visitors Guide is out and
being dropped off. If you require additional copies they are available at the Wheel's office in Okotoks.
She also advised the Chamber Phone Book is being worked on and that any new members should contact her directly.
Cathy also advised that she is involved with the Bragg Creek Chamber of Commerce and Old Towne Okotoks and that they are interested in partnering with us on initiatives.
She brought in an initiative that was put out by Bragg Creek and Cochrane that obtained TDR funding that was funded 100%.
Maybe we could look at something like this for advertising for the art walk. We would need to do something
like they did where they had a contest that you had to go to the website.

Art Walk group to contact TDR (Brook Carpenter) to see what can be done.
Employee Recruitment Workshop put on by Alberta Employment and Industry.
Jim attended and advised that it was a very worthwhile. Organizers willing to put something together
for the chamber. Jim was asked how he knew about it and advised that he found it on our chamber site.
There is a wealth of information on the site and should be looked at by the members on a regular basis.
Presentation - Seclusion Valley/Everwood - Candor Properties
Ken and Thomas attended the meeting to advise the membership of what they are up to with these two developments.
Seclusion Valley is properties starting at $550,000 to over 1 million
Builders are: Coco Homes, Elite and Cornerstone.
This development is the Hell's Half Acre Area where there will be 200 more in population to Turner Valley.
Green Space - Dunham Creek area being looked at as a mini Fish Creek.
Everwood - Framing has started on phase 1.
7-8 years to develop the area.
3 show homes are under construction.
Small commercial area. Local builders. Everwood
To add 1000 - 1200 to the population.
Green Space - Multi season park with a spray park for the summer and a kidney shaped skating rink for the winter.
They also own the old tennis court area where they are looking at putting in duplexes
In a cul de sac.
Turner Valley to see a 50% growth over the next 8 year period.
Turner Valley needs to actively attract business.
Candor has offered their professional urban planner to help the town develop a strategy for the east side of main street.
They are involved in working with the town on their pathway system including Seclusion Valley and Everwood.
They will be marketing Turner Valley over Global Television, the Calgary Herald and the Eagle Radio Station.
They feel that the town needs an overall Growth Plan, Traffic Plan and Master Plan to help with development.
Candor Properties has a new website: turnervalleyliving.ca and have offered to allow the businesses of the community access to
having their links on the site. Contact Rachel at Candor to be included. Chamber should put their link up.

Meeting was called to order by John at 7:08pm
Signage Committtee - Tanis reported they have presented preliminary to both councils. They have discovered that there are several aspects to the issue. Presently working on a quick and dirty presentation to go back to councils with.
Mike suggested it would be a good idea to have some of the store front businesses in the communities on this committee to get their prespective.
Suggested that if we can come up with a well thought out intelligent idea where the municipalities agree that Alberta Transportation will probably come on board. Barry suggested that Monique LeBlanc of Community Futures be contacted as she was involved in the planning of the down towns for Black Diamond and Turner Valley.
John had invited Patterson Group out to speak to the committee along with representatives from the municipalities of Black Diamond, Turner Valley and Longview. Billboard signage was discussed and the framework was laid to make something happen. Patterson brought up recipicole billboard signage for the area. These billboards are 10X20 and can be designed to fit with the communities themes. If billboards were to go up that would be determined by the municipalities.
Bylaws would probably need revision. We would require a business process for the municipalities to give up the necessary property.
Art Walk - The ad hoc committee has met and come up with good ideas. Would like to see happen August 11 - 16, 2008. Plan to do a call out to artists to volunteer to submit their work. Will approach businesses to display work. There would be many artists with many mediums. Art in the Park would occur on the Saturday where the public would be able to see the artists produce their work and be able to purchase directly. Suggested charging a $20 registration fee to solidify the artists committment. Proceeds to go towards promotion and a local charity possibly Friends of the Legion. Discussion on how the chamber will benefit and how are we going to say it was successful. Tanya from the Gazette is prepared to step up and sponsor the event. The committee has already approached Sheep Creek Arts Council.
Tanya suggested instead of any left over proceeds going out to another charity that they stay with the chamber as it is also a not for profit organization and it would help get other activities off. Need to contact other communities on how they operate their events. John to meet with the committee to set p a framework and get them working on a budget. Bart to set up an online registration form once the committee advises what they want.
Suggested running a new logo contest. Barb suggests that we have a look at the logo that the chamber had produced when the tourism action plan was done. It ties in the communities and the Heart of the Cowboy Trail. Barb to check with Diamond Valley Clothing Co to see if they still have it.
Glenis Currie Approached Barb regarding a $100 donation to go towards Wayne Page's retirement from Alberta Community Development. Wayne has worked tiredlessly for many local organizations and the municipalities over the years helping them
work together and become viable. Barb discussed with the executive and they are in favour of doing something as long as we are recognized Moved by Barb to go ahead with the $100 donation towards Wayne Page's retirement, seconded by John and carried. Barb will work with Glenis on this.
Fundraising - committee is excited about a greater event with entertainment charging $75 - 80 per person for a night out. Proceeds back to the chamber.
Business Retirement - Tanis representated the Chamber at the retirement of LAB and Home Hardware owners last weekend.
The Chamber provided 2 cakes for the event that was well attended by the community.
Tourist Info Center - suggested possibly partnering with the municipalities.
Diamond Ridge Developments Presentation - A Conservation Community. Working on a vibrant local economy
65 Acres in the MD of Foothills between the Town of Black Diamond and the Town of Turner Valley.
This will be a high density development not multiple small acreages that are usually close to urban centers.
The developers have an attitude of conservation - land, water and energy.
Looking to preserve the old coal mine and possibly set up an interpretive center with help from the
communities. They will be implementing a more advanced water management system. Using the water for life
process. Complete on site wastewater system. There will be 150 units with less than 2 1/2 units per acre.
Water can be supplied to the site and enough water for 150 units 250gal/day/unit off existing wells, they will be using less than 1/2 the water that is available. They have already identified unique plant material and efforts are being used to maintain. 30% of land base will remain green. Each lot will have a hydrant for outdoor non-drinking use (fire protection, car washing, etc). Late fall 2009 at the earliest for ground breaking. They wish to help existing commercial not compete against it.

Minutes of February 13, 2008 meeting
Present: Gord, Betty Paul, Mike Ross, Ivor McCorqundale, John Kirinic, Barb Froud, Abraham Ma,
Jason Spicer, Tanis Downey, Lauri, Sandra, Lynn Tonita, James Hall, Jim Lawton, Glenn Stiller (arrived
at 9pm), Project Porchlight Presenters
Barb welcomed everyone and had each member present give their name and business.
Sign Committee - Tanis reported they have been in the process of collecting bylaws from different communities
that have sign bylaws. They will be getting together and use the bylaws pertient information to come up with
something that will work for everyone. They want to take time to do the project well. Barb suggested getting
the provincial government bylaws as the communities are on the highway and that will make a difference in
what can and can't be done. The town of Black Diamond is willing to wait on a response. Need to advise the
town that they will not be making the March meeting.
Project Porchlight attended to give everyone and energy saving lightbulb and advise the members what
they are all about. They are a non profit organization promoting practical and realistic ways of getting everyone
to install these types of bulbs to help reduce greenhouse gases. If we could have every household in Alberta
change just one bulb it would be possible to fuel 8400 homes for a year. Bulbs can be recycled at Home Depot
and Ikea. All brands are recycleable. When purchasing this type of bulb look for the Energy Star rating.
The 13wt bulb is the equivalent of a 60wt incandescent bulb. They also advised that they were looking for
volunteers to go door to door in our area to help them hand out the bulbs to every household.
They finished their presentation and left.
Moved by John that we hold General Elections for a new executive at our March meeting, seconded by Tanis
and carried.
Barb inquired if there were any nominations for the following positions: The following names were put forward and let

- Secretary - Barb was asked if she would stay on, she is considering
- Treasurer - Sandra and Jim are considering
Jim and Tanis suggest that the secretary should be compensated for the amount of work that is done.
Lauri advised that when she started her business in Cochrane the Chamber visited her and brought her
a basket full of offers from the local chamber members, she found that she was given information about who
did what in the community. Might be a good idea for us to look into.
Barb to book the signs in both towns to announce the meeting next month. Article in the Wheel and the
Gazette. Try and get as much advertising as possible for the next meeting.
Tanis suggested that we should recap what has been done at the next meeting.
List of nominations and accept further nominations from the floor.
Abraham requested that we try and get someone to the next meeting that can advise the members
on what is going on in the area as far as building goes. Suggested that we contact Seclusion Valley
to see if they will come out.

Moved by Barb that we advise the Black Diamond Economic Development Committee Special Events SubCommittee of the Derrick Raising Event information and advise them the Helmut Morscher would be a good contact for information and assistance, seconded by Glenn and carried.
Report from Sign Committee: John reported as Tanis was unable to attend
Advised that the motion from the Mayor and council of the town of Black Diamond, support the formation of a citizen advisory group who will research an acceptable signage bylaw that is legal, acceptable by the mayor and council of the town of Black Diamond, Alberta, Infrastructure and Transportation and workable for all businesses, store front or home based within the boundaries of Black Diamond. The council further supports the citizen advisory group seeking input from the Black Diamond Economic Development committee, the Diamond Valley Chamber of Commerce and from other communities that have a workable signage bylaw. The citizen advisory group is voluntary and no expenses will be paid by the Town of Black Diamond. All existing bylaws for the Town of Black Diamond are valid and enforceable.
The outline to identify the process on how the committee will approach this task. This signage issue is not one to be taken lightly and they will approach it in an objective and reasonable manner. This process is intended to facilitate in achieving a bylaw that will be a WIN-WIN for all parties fair and equal.
- Identify the issue: Is it an individual issue or is it a community issue
- Identify the beneficiaries: Who will benefit, the individual or the communities
- Determine a tangible goal: Focus on only "one item" in order to achieve a
success and establish a template for future dealings
- Disseminate the goal and establish a workable framework in which to
achieve it. This includes by-laws, costs, etc.
- Gather all the facts, pare down to the salient points and
reassemble in a presentable manner
- Review the presentation from the perspective of the beneficiaries
- Finalize the presentation and present to the appropriate committee.
The committee will be meeting next week. Committee to report back to the chamber prior to presenting to the council.
The committee desires to get away from the blame game. Dwight has Calgary sign bylaw to work with.
Moved by Barb and seconded by Glenn that all future potential event ideas to be directed to the Black Diamond Economic Development Committee Special Events Sub Committee for consideration carried.
Suggested that we need to reconsider the structure of the chamber. As it is perceived that the present executive is non effective in motivating it's members. A need to revitalize the organization. We need to try and encourage people to become active.
Glenn feels we haven't been active enough. Executive has to get membership out to meetings. Executive needs to motivate. November 11th meeting showed that something is happening with the chamber so we need to keep that going.
Many businesses don't want to do events or volunteer for lack of time.
Feel that the chamber should be doing business orientated presentations and an opportunity to network. We could possibly have motivational speakers, businesses skills seminars where we could charge associate members and members could come free of charge.
Dwight suggests that maybe a weekly newsletter might help, possibly having paid advertising in the newsletter so business could showcase their business.
Moved by Glenn that we put a motion forward at the next meeting that general elections be held at the March meeting with nominations being put forward at the February meeting if passed seconded by Jim and carried.
Need to advertise this motion in the Okotoks Western Wheel and the Gateway Gazette.
To help reignite the enthusiasm from November. To be held at the Flare and Derrick February 13th at 7:00pm.
Meeting should be this motion and then a social event.
Suggested that future meetings should not involve the agenda, reading of previous minutes, treasurer's reports and everyday business. This should be done at the executive meetings instead.

The President Helmut Morscher welcomed everyone and then thanked Golden West Radio for the goodies they provided for the meeting.

Notes from the November 14, 2007 meeting were presented.
Helmut inquired from the businesses represented which they preferred, evening or
morning meetings. Consensus seems to be evenings. Helmut moves that we try
evening meetings for the next 6 months and decide then if they need to be changed
again, seconded by Barb and carried.
Moved by Barb to Approval of Treasurer's Report from January -November 2007 as presented
Report by Helmut about Cowboy Trail workshop in Calgary - Helmut reported that he attending this workshop on behalf of the Diamond Valley area. The Cowboy Trail Tourism Association is a group of member communities and businesses that provide joint advertising and promotion of highway 22 (Cowboy Trail) from Mayerthorpe to Waterton. The Cowboy Trail promotes the cowboy trail through is brochure, website, travel and trade shows both here and abroad.
The workshop was to help communities provide Cowboy Events to help stop traffic. He suggests that we should look at holding smaller rodeo events such as Bull Riding and Calf Roping as they have worked in the past to bring people to the community. He also advised the group that having participation events such as square dance instruction or leather crafts will also help to stop traffic.
Help is available for related events.
Report by Helmut about the Turner Valley Mini Trade Fair - Helmut reported that the Mini Trade Fair came about after the town of Turner Valley contacted him regarding holding an event for 2 businesses that were retiring. He suggested that it would be better suited for the Chamber to hold events that were promoting and helping businesses stay in the community. Stan from Turner Valley called him back and within 1 ½ weeks the Trade Fair was planned with the support of the
Town by the free use of the Flare and Derrick for December 1st and by Turner Valley councillors
Nathan and George. All Turner Valley businesses were first contacted and given the first opportunity for tables then it was opened to Black Diamond, Longview and Millarville. Helmut produced a press release that was sent out to the local papers.
17 businesses signed up, the morning was cold and showed very few visitors but as the afternoon warmed up so did the public and attended the Trade Fair becoming quite busy with every business being satisfied with the results.
Moved by Helmut to have another trade fair in the spring with 30 days notice being offered to prepare for the event seconded by Eloise and carried.
Helmut's 2002 suggestion to hold a Derrick Raising Event. Could be done with a wooden derrick that would be around 30' tall. Teams would pull on a rope to try and raise the derrick.
A flare could be rigged to go off once the derrick was fully raised. This event could be very popular but could also be a struggle the first year being able to come up with prizing. After the first year there could be oil company by in.
Moved by Helmut to form a committee to organize and get sponsorship for the event seconded by George and carried
Lauri from Pop's Barber shop is willing to contact the oil companies.
As a way to promote the historical aspect of the area Webby is giving away email addresses.
Presently, they are willing to offer @hellshalfacre.ca
They feel that the more you use the address the more you draw attention to the area.
Discussion regarding the negative stigma that could be attached to that name. Is it possible to
use addresses like gatewaykananaskis.ca or kananaskisgateway.ca or possibly something else?
These address are available since December 13, 2007 for anyone interested.

Moved by Helmut and seconded by Dona that the towns and village supply the chamber with a list of businesses. Dona advised she would get Turner Valley to send out to the chamber.
Mike inquired if Diamond Valley and Hells Half Acre are listed at Travel Alberta. Barb suggested that through the Cowboy Trail they were.
Ideas for Events

- Smaller Rodeo Events
- Show and Shines
- Motorcycle Rallies
Suggested by Mike King that we should be trying to get a year round tourist information both for these communities where we had enthusiastic employees possibly dressed in western gear handing out information about the towns.
We need to be able to stop traffic from April to November every day of the year
We need to concentrate on one or two items to be effective for business as a lobby group in the community. Where can we see results from events.
Some businesses raised their concerns that they attending this meeting to further discuss the 3 points from the last meeting:
- Business Identification - Signage
- Events
- Parking Issue
They came to this meeting to work on these issues. Black Diamond Councillor Bill Price suggests that the Town of Black Diamond is waiting for the Chamber to come up with solutions to the signage issue with a clear direction for them to follow.
What does it take to conform to the bylaw?
Discussion regarding the signage issue continued on how do we get the visitors to stop and go into the businesses. The town of Turner Valley is suggesting a large sign at the Flare and Derrick listing all town businesses with a map to show where they are.
Business needs to make use of cooperative marketing by directing visitors to other local business for what they are looking for.
- Dwight Epp offered the idea of LED screens similar to those in use at the new Rona store
where business could pay a small
monthly fee to have their business card sign loop on the sign.
Could offer directional signage there.
- Flag post sticking out from building might be another idea where they would have a black iron
holder attached to the building
over the sidewalk similar to what is used for the Stampede in Calgary or the BRZ (Business Revilatization Zones) within Calgary.
These kind of signs would need to be uniform for all business.

3 community signs - approach council to have something at the bottom of them signs that could be changed weekly
to promote individual businesses.
Lauri feels we need to build Hype for the community to engage people and get them to come out to see what we have to offer.
Cross Promotion needs be used more often
Moved by Helmut that we re-establish the sign committee to report back to the chamber with a clear direction, drawing, bylaw requirements so that it can be presented to the towns.
Tanis Downey, Gord Tomte, John Kirinic and Mike King would be willing to work on this committee seconded by Barb. John Kirinic to be chair of this sub committee and report back to
the chamber with its suggestions and findings at regular chamber meetings.
Moved by Tanis that we request that Black Diamond council table their decision on the Sandwich Board Signage bylaw until after this committee has had the opportunity to come up with workable solutions for both the towns and business seconded by Bill.

Meeting called to order by John Kirinic Treasurer of the Diamond Valley Chamber of Commerce at 7:16pm
John welcomed everyone and then touched on the tremendous residential growth in the area.
John then introduced Helmut Morscher President of the Diamond Valley Chamber of Commerce who spoke on the area we cover and what we try to do for business in the area.
John next introduced Sharlene Brown and Wayne Page - with sustainable Black Diamond. Sharlene sponke on what has been done and asked what needs to be done for economic sustainability in Diamond Valley. She advised that Black Diamond cannot be sustainable if it remains in a sylo that this must be done regionally to become truly sustainable.
John then introduced the vendors who were present that supplied the snacks that the Chamber paid for. Each vendor then spoke about their business.
Discussion then moved to an open forum regarding what needs to be done to encourage sustainablity and growth of local business.
Business feels we need to have festivals on a regular basis. They showed concern that as the Black Diamond Merchant Assoc is no longer that the events wouldn't go. Barb Froud advised that the Black Diamond Economic Development Committee has formed an event sub-committee who want to make sure that the previous events "Parade, Fringe, Chili Cook Off, Light Up"
continue.
It is felt that there is a perception out there that we don't want anyone to know that we are here. We should be marketing ourselves as Alberta/Canada's Best Kept Secret.
High Speed Internet access needs to addressed so that everyone can have access to it not just one side of the highway.
Need to work on opportunities for cross marketing.
Capitalize on new councils.
Possiblily design design a Diamond Valley business profile in color.
Robin Burwash from Maxwell Realty advised the group that they have a foothills pamphlet availabe to business and products available in the area.
We should also look at developing a CD program with pictures, business info, information about community, Sheep river, Gas Plant etc.
Encourage area celebrities to speak about the community.

Wayne page advised that there is grant money available to us through the
provincial Rural Development Inititative.
Reached a concensus that evening meetings are better for the businesses to
be able to attend.

Handouts were given out in order to generate conversation regarding the chambers position
on Municipal Sustainability as follows:
Black Diamond Municipal Sustainability Planning Guiding Principles
In creating guiding principles for the development of the Black Diamond Municipal Sustainability Plan; it is proposed that the Melbourne Principles be adopted and modified for Black Diamond.
The Melbourne Principles were developed to assist communities that wish to achieve this sustainable development objective. The Principles provide a simple set of statements on how a sustainable community might function. They can help to bring together citizens and decision-makers, whose participation and cooperation is essential in moving towards sustainability.

A free flowing discussion took place where some very positive actions initiatives ideas were brought forward:
- The need to engage the public along with the business community to help them see
the benefits of the community
- People and business promoting community from within and without
- Bring home the idea that the community needs to invest in more than just their
homes
- Develop business promotional packages where businesses would promote other
businesses in the community
- More consistent advertising
- Work on the ever change new demographics for the community - get them while they
are new and educate them
to what is available and why it might be a better idea to shop locally.
- Develop a new business development checklist to help with getting through the
perceived red tape.
- Investigation of funding opportunities for marketing strategies.

Presentation - Brook Carpenter (Calgary TDR - Travel Alberta)
Brook advised the members that Calgary TDR is an arm of Travel Alberta which
provides cooperative funding for marketing programs. Calgary is now considered
a day trip to Diamond Valley which allows us to target the city with marketing
campaigns qualifying for TDR funding. (80km. One way)
The object is to increase marketing experience of industry, Prepare immerging products, increase inter-regional travel, encourage shoulder season and 4 season attractiveness with cooperative funding support, 50/50 ratio with partners.
TDR Role - Build positive working relationships with industry, increase and extend visitation to the Calgary and area region, support goals of the STMP, respond to industry requests for information and assistance, Promote destination awareness of the Calgary and area region (Campaigns promoting the entire region),
Facilitate cooperative marketing initiatives.
Cooperative Marketing - Leveraging resources of multiple parties to increase tourism marketing over that which could be done by a single party.
Increased Marketing with cooperative marketing - seed money, expanded initiatives, allowing industry to test the waters, support for incubation of new tourism marketing initiatives.
TDR Guidelines - Partnered consortia marketing initiatives (Can also work with partners outside the Calgary TDR, eg. To create a package with partners in the Rockies. Projects should support the goals and objectives of the TDR Marketing Plan, which in turn support the goals and objectives of the provinces' Strategic Tourism Marketing Plan. The cooperative marketing program is designed to support new or enhanced tourism marketing projects. It is not a grant program to subsidize existing marketing projects or projects that are already financially viable. Projects demonstrate new or enhanced marketing with an end goal of project self sufficiency. The TDR contribution cannot exceed 50% of the total marketing costs of the project. Minimum leverage of 1:1 (private industry to TDR)
Looking for new and/or enhanced marketing initiatives.
If a proposal has merit but doesn't quite fit they will work to help make it
fit within the parameters of the program. Money is available from the provincial government through a non-profit society. Calgary TDR covers the area
from Longview to Kanananskis. Tourism marketing dollars only. Funding could be
annual until self sustainability is reached. Evaluation required at the end
of the initiative. If we are willing to put dollars down for the same program
next year they will look at it. Can be working on several programs at one time
using TDR support.
John inquired about infrastructure for tourism - Brook advised that there is
some funding available
First step in receiving funding is a phone call to Brook.
Marketing the Trade Fair could possibility qualify.
1 month - 6 weeks for approval unless TDR is aware of the initiative and working
to make sure that it fits within the framework of the grant.
Old Business:
- Radio Campaign - Brook was impressed with our proposal and gave verbal approval
while he was in attendance.
Will send out an approval letter shortly. Kim
should be receiving an email today. Will be in contact with Brook over the next
few days.
- Treasure Hunt - Barb advised that participants were directed around the site
with clues on 20 pages
including member pages. We have a winner - Colleen Payne. Making arrangements to meet with Colleen to present her with her prize
and take picture for the paper.
- Business Signs - Suggested that we hold off on this until the towns decide what
They are going to do.
At the present time Turner Valley's information is in the
Foyer of their office and doesn't allow access in the evenings and on weekends.
The Town of Black Diamond doesn't have a facility with the closing of Wonders,
They will be having their information down at Foothills Lions Club Campground for this season and will be looking at a new location/new building in the fall.
- Trade Fair - John has some ideas on doing an outdoor event with youth and local
Business.
TDR funding might be possible for marketing. John to work with Glenn
To develop the ideas.
- Black Diamond EDC - Barb advised that the Black Diamond EDC has completed the community profile, working on their brochure and has launched their radio campaign.
- Business Directory - Moved by Jim and seconded by Barb that we stay with the
Okotoks & District Chamber/Diamond Valley
Chamber of Commerce/Okotoks Western
Wheel annual Telephone Directory instead of producing a new book as this
doesn't cause us any extra work or funds except for the advertising that we
do in it annually which is around $200, carried.
- Bylaws - The bylaws were handed out for the members to read and consider.
New Business:
- Rona Grand Opening in Black Diamond - It is felt that we should be acting
with good will towards the area business
and present each new opening with a
historic framed photograph with plaque. John suggests finding 10 photos and
having 10 copies of each so that we have a supply for the new openings presentations. Moved by Glenn that we spend $200 as presentations for Rona
and Acto Gas seconded by John and carried.
- Summer Meetings - moved by Barb and seconded by Glenn that we don't have
Summer meetings, Executive meetings will
happen as needed, carried.
- Job Opportunity Postings - Barb advised the members that the chamber's website now has a Job Listing. If any business
has a need for the service contact Barb and she will get it posted.

The meeting date for the annual meeting has been set for May 9, 2007. Kim advises that if we could find a
chamber member willing to do catering for this or any other meeting say for the value of a $500 donation we could get the Eagle to give $500 worth of advertising
As we are having difficulty getting a quorum out to our meetings, Helmut moves that the bylaws be amended to remove the 2 year term for executive members. In the future if an executive member wishes to remain in office for longer than the 2 years they would need to be elected again at the elections held every 2 years seconded by Dave and carried.
Also moved by Helmut to decrease the quorum needed for a meeting from five to three seconded by Dave and carried.

- Black Diamond EDC Barb advised that the Black Diamond
EDC is presently working on updating the
Foothills Country Visitor Guide,
Community Profile and a New Brochure for Black Diamond. The brochure will be advertiser driven and other business than Black Diamond could be approached if Black Diamond doesn't have a certain type of business.
ie. The Turner Valley Golf and Country Club.
The advertising rate is approximately $300 and it is anticipated the brochures (15,000 copies ordered) will be around for 3 years.
- Chamber Website Treasure Hunt Helmut and Barb are working on a Treasure Hunt that will take place
on the chamber website. Trying to drive traffic (specifically the members to the site to see what is avaliable to them and how they can make the site work for them). We should do some advertising to launch this hunt. Presently if you google a business that is a chamber member that does not have their own website the chamber will come up in first or second place. This event should not only bring traffic from outside sources but people and business from this community. Moved by Helmut and seconded by Kim that we have a $100 prize for the winner, carried.
People will be searching the entire site to find their clues and email the answer to our email address. A winner will be drawn from the hat.
We could possibly use the Eagle Advertising initiative to promote this event along with writing an article for the local papers. Kim advised that if we chose to do Radio Advertising for this event outside of the above initiative we would be charged at non-profit rate and advertising from Monday - Friday with 20 ads would cost $480 plus GST.
Barb to include this event in the invitation that will be delivered to all local store front business to attend our next meeting.

January. Our annual meeting will be in February.

Monique has advised that the town of Turner Valley has already drafted a sign design
that would be installed by

Barb inquired if we are including Longview and Millarville in this project. We would need to see where all the businesses
are located in these other communities, if they are all on the highway then there isn't probably a need for a sign.

Glenn to contact the communities. Maybe plan for our annual meeting to be in a restaurant in Longview.
- Business Directory:
The area needs a proper directory that is complete and up to date. We will need to hire someone to do the
research and data input.
Ruth from Black Diamond EDC advised that they are taking on doing a hard copy
for the town of Black Diamond that will be mailed out. Need to approach the towns and find grant money to
hire someone. Glenn moves that we start moving ahead and contacting the towns regarding their rules on
the privacy act. Include Millarville, Black Diamond, Turner Valley, and Longview seconded by Dave, carried.
Jim feels that there only needs to be one directory and not one done by every community.
New Business:
- Sandwich Board Signs - Some complaints have come in regarding the towns not allowing sandwich
board signs.
Barb and Monique advised that the towns have bylaws which state where a sign can go
Alberta Transporation says ultimately where a sign can be when it is in the highway right of way. Moved by
Barb that we contact the towns for their bylaws on signage (specifically sandwich board signs) seconded by
Glenn carried.
- Christmas Event - Dave and Glenn are willing to look at getting a team and wagon for a hay ride
the night of Light Up.
Jim is concerned that the volunteers on this committee are going to get burned out
if they keep volunteering to make sure things happen. Suggested that maybe one of the other groups
take this on and the Chamber sponsor the event. Ruth will speak with Shirley Mundell to see if she is
interested. Barb will contact Rolly from the Foothills Lions to see if they are interested. Monique and Jim
suggested contacting Karen at the Boys and Girls Club. Moved by Jim that we sponsor a Hayride
with hot chocolate and hot dogs for $300 seconded by Helmut and carried.
- Family Day Scavenger Hunt - Family Day would be Monday February 19, 2007
Barb advised us that the hunt would
be family minded having participants staying together as teams and
visiting local business to find what would be on their lists. The idea is not to charge a whole bunch of
money to purchase the items but intended to educate the community on what is available in our area.
Moved by Glenn and seconded by Kim that Barb and Glenn move forward with this event, carried
Glenn to find prizing. Barb will prepare the list of items to find.
Kim will put together a proposal for radio advertising. Cooperate with BD EDC for volunteers. Next
year look at handing off to Boys and Girls Club.
Suggested adding Volunteers Needed in the next Newsletter when we have events planned.
- Black Diamond Economic Development Committee - Ruth advised us what the EDC is
planning for 2007
- Business Directory (Black Diamond), Web Site, Community Profiles, Marketing
Package to get us out there, Templates for future use. Looking at inviting a representative from
Turner Valley to sit on the committee.

EDC with Helmut being her alternate, carried.
- HBDC Brown Bag Lunches -Topic list available by calling 652-3700 or going online at
www.hbdc.net. These sessions are
intended for lunch hour and you are invited to bring your lunch
to the High River HBDC office board room. Monique will check to see if they are willing to do as
a webcast allowing more opportunity for business in our area to attend.
- Eagle Christmas Greetings - Kim advised that the Eagle is offering business and organizations
the opportunity to
thank their clients, members and advertise for the holiday season.

Old Business:
- Trade Show - As reported by Helmut - The trade show was not as successful as we had hoped. The newspaper advertising
didn’t seem to bring neither exhibitors nor visitors. All the calling we did and the hundreds of emails that we sent out to businesses in the area, including Okotoks, brought in some, but we definitely had more space than people.
With next year’s trade show, we should try to get twenty confirmed and paid exhibitors at least one month before the trade show, or else call it off. I would also like to point out that the trade show is for the entire business community, and a more enthusiastic participation would be helpful. This year all the work was done by myself, Glenn, our vice president and Barb our secretary.
I would like to see a Trade Show committee established today or at least at the next meeting, that they can begin planning and promoting for next year’s trade show as soon as possible.

- Business Sign - This is not about the big government freeway signs, but about nice and colorfull town map
style signs, with the businesses marked in. For that too, we need a committee to:
a) find out where in Black Diamond, Turner Valley, Longview and Millarville the signs would fit into the zoning and where the land is available
b) find out how many businesses would be willing to pay for having their business on the map and what price range they would agree with
c) get quotes for sign structures, pads, materials. Webby will gladly chip in the design to keep the cost down, but the materials need to be covered by funding.
d) find sources of funding. There is a bit of a rush with that, because the towns are readying their budgets. If we snooze, we loose. At the December meeting we are bringing in TDR (Calgary and Area Tourism Destination Region) to explain about how they supply funding and how to apply for it. They would match what businesses and towns get together. There probably are other sources of funding that could also be approached.
e) prepare a report with their recommendations and figures, so that we can get serious with the towns and grants. Kelly Tuck has volunteered to take on that project. Unfortunately she could not come out today because of an urgent dental appointment.
- Business Directory - I don’t think anybody will dispute that we need an up to date list of all the businesses in the area.
We spent a lot of time and effort already on getting addresses together, on Webby time, but there is a limit of what we can expect on single business to donate. The government made a token effort with the Alberta First database, but that’s all it is. A token effort. It is neither complete not up-to-date nor user friendly.
The best solution will be that we take care of our area and hire a temp to contact all the businesses in the area and get their current addresses and info. We can provide the guidance, control and facilities, like we did for the Oilfield Society, but the wage or contract payment for the temp should be provided from other sources. Most likely we can get the town of Black Diamond and the town of Turner Valley to promise some money, and then we can try to raise the rest through grants.
In order to proceed with an undertaking like that, we need a formal decision to go ahead.

- 2007 Membership Fee - In order to be able to advertise more and better, we need a bit more of a safety margin,
and we think we should raise the annual membership fee to $75. Considering the value that we provide. I doubt that we will lose any members because of a $25 increase. I would also propose that we aim to switch the membership scheme to actual months, for example October to October, instead of the sometimes difficult to explain, partial year memberships and usually late and often forgotten annual payments. Naturally, with the vague annual payment scheme, the nagging for payment becomes a near futile and very time consuming nightmare. Unless somebody wants to volunteer to call and nag about 50 business, who are behind in paying, reminding them that sometime this year they should pay their membership fee, and keep doing that UNTIL they do pay, I propose that we switch to month-to-month accounting.

Guest - Highway Signs - Greg Fox was here to discuss the signs.
Greg informed the members that Guide Signs has been contracted by Alberta Infrastructure to look after the building, marketing and maintenance of the new highway signs. Initially the program was set up to only have Gas, Lodging and Food for highway signs but because of small town economic development and political pressure they have come up with other business signs
For GAS, FOOD and LODGING signs there will only be a maximum of 6 panels per sign.
For OTHER BUSINESS there will be enough room to have maximum 9 panels per sign.
AB Infrastructure will only allow a maximum of 4 signs at each entrance to each town. Discussion regarding the highway between Black Diamond and Turner Valley. It is felt that we would use the beauty of that stretch should we allow these signs to go in here. Greg will take that back to the government and feels it won't be an issue.
This is a voluntary program for business and should the town, or chamber decided not to become involved Guide Signs will do the marketing to fill the town signs if we agree that we want them.
The cost is already set by the government on how much each panel will cost - $2100 for each panel for 5 years. This works out to $35 per month for the manufacturing, installation and maintenance permit renewal of $300 for 5 years after initial investment. Payment options
all the money up front or 50% and billed 50%. Panels are aluminum with reflective paint.
7-10 year life span. 4.5m X 3.5m sign - 3' X 2' panel.
Application for panel does not guarantee sign as it is on a first come first served basis.
Payment of sign pushes forward. Must include electronic artwork. No catch panel and will
maximize brand on the panel. No GST on price. These signs will accomodate for growth- Guide Signs will market to as many businesses as possible. Money has been built into the cost if there is a need for change. At this time businesses are only allowed to have 2 signs per business per community. This program has been designed to be self sustaining with a trust fund.
We thanked Greg for his time.
Discussion regarding using some of the funds from the previous
community business signs that we sold to the province. Maybe a 15% refund to past sign participants and 5% for new participants. Need to look at doing this as a partnership.

The Black Diamond Business Association goal is to enrich the community and get people to shop
downtown
The fringe festival has never had outside funding. This year they want to make a larger event
taking their cue from the Canmore Folk Festival and the likes. They want something that you can take the
whole family to.
Childern's area opens at 1pm with all Main Street businesses open.

The Business Association is trying to connect with business and community while attracting visitors.

Suggest that the Chamber purchase a tent for renting out to local events or maybe sponsor $1500 towards
the rental of 4 big tents
Monique informed Ingrid that Sheep River Library has a 10X10 tent, Town of Turner Valley has 2 tents,
Boys and Girls club have a big tent and the Legion has 2 tents to rent.
Ingrid has supplied us with information from WSSL Structures and Tents who will be moving to the area and has offered
a 15% discount for the purchase of a tent.
Will do sponsor recognition on T-shirts over $1000, over the main stage as well as the program. Main Stage to be at Black Diamond Town Office.

- Budget - Discussion on the budget and why the overage. It was explained that we are going to put
the overages
into a reserve for future hiring of at least part time administrative staff

- Membership Packages - Are all together and being handed out. Includes all information and registration
forms needed for participating in the Alberta Chamber of Commerce Value Added programs along with a
Certificate and an Alberta Chamber of Commerce membership card. We will also be including a window decal
once we can find someone to do them at a decent price.
- Trade Show - All other Chambers hold their trade show in the spring. We are going a fall show so we
should have a good turn out. This will be done as a fundraiser for the chamber. The school is being very cooperative
and we can use students who need volunteer hours for setup and teardown for credit to the students. A caretaker
will be on site. Welcome to use all the schools tables and chairs. Glenn had two tentative dates September 15th
and 22nd. It was felt that the weekend of the 15th was probably the best. Glenn to book the school for the 15th
The event will take place the Friday evening and the Saturday. More information to follow.
- Area Pictures - Barb informed the members that we are once again participating in the Cardmasters
World Championship for Father's Day. Stop by the chamber site and follow the link on the side menu to

of the area for more cards. We can have all kinds of categories. Any card you would purchase and send we
can have as an electronic greeting card.
New Business
- First Aid Course - We will be holding a St. John's Ambulance Standard First Aid Course this
September 20th and 21st at the Valley Neighbors Club. This course will be open to all area business with
Chamber Members paying $110 and non-members $140. Only 18 seats available so register early.
The course will take place over 2 whole days and participants will be required to supply their own lunch.
Instructor supplied by St. John's Ambulance.

- Community Business Signs - Barb informed the members present that in April 2005 the province
made a partial payment towards our 3 signs at $2500 each. We had no choice but to accept. Then on June
30, 2006 we will receive the final installment of $500 for each sign.
The signs will be taken down and changed and administered by Alberta Infrastructure and Transportation
The signs should be easier for the travelling public to read, meet standards common in North America, reduce
roadside clutter and be safer.
There will be two kinds of signs - Logo signs (to direct travellers to essential motorist services GAS, FOOD, LODGING)
Tourist Orientated Directional Signs (directions to tourist attractions and facilities)
There will be on 2 major TODS, 2 regular TODS, 1each of gas, food, lodging (Logo Signs)
with a max. of 6 logo panels for each sign
1 Community Attractions & Facility Sign (max. 4 attraction names & 6 symbols)
Eligiblity - Must be GAS, FOOD, LODGING

- Discovery/Parade Day - Monique wanted to congratulate the Black Diamond group on their
successful parade.
The Town of Turner Valley had kids events will many families turning out encouraged
Turner Valley Business to do their own thing (Sedona did a great event) for example. Hopefully more
will participate next year. Movie was a big success with 150 cars showing up, they raised $1000 cash
and $500 in groceries for the food bank. They used a 20X10 screen. Plans are underway for future
screenings

Toby brought everyone up to speed on the Chamber Group Insurance,
attractive to employers, available for 1-50 employees, Life, Disablity, Health/Dental available with comprehensive coverage. Good incentive to keep employees with 100% right off to the business. Is customized accordingly.
Rates are competitive with good retension. Blue Cross comparison they sometimes won't accept. Chamber will not turn anyone down. Basic Dental 80% coverage per person to $1500 per year. Can be direct billed or receipts.
Very good extended health care coverage. Travel Insurance included.
Vision option availabe for employers with 3 or more employees. Cost Plus - allows business owners to have their needed work done and the business pay the bill as a right off and owner gets the money out of the company tax free.
Can be used for employees as long as it is used for health, dental, vision.
Tax free bonus to employees. Suggests contacting your accountant to advise you on this matter. Administration fee of 5% per claim to $125.
Realistic premiums - rate stability 4% average increase because everyone is in a pool and not singled out. With 5 or more employees costs come down per person. Opting out plan available. No waiting period. Recommends the minimum would be Life, Accidental Death and Dismemberment must to have.
Old Business:
- Budget - At the present time Webby Inc is paying for most of the
administrative staff time that we are using and we should be aiming for eventually having at least paid part time staff. Moved by Glenn and seconded by Dave to accept the budget presented with the addition of profit being used towards at least part-time administrative staff in a reserve fund, carried.
- Membership Packages - Full packages including descriptions of
benefits along with registration applications, certificates, membership cards and decals should be ready in a week to 10 days.
- Propective members will be receiving a 2 page value added summary of
what they gain from becoming a Chamber Member.
- Family Fun Run - It is felt that the chamber doesn't benefit
business by supporting this event financially but will be encouraging our members to
advertise their businesses at this event. Contact Marjan Ruitenschild at The Energy Shop to become involved.
- Meeting Location - The Valley Neighbors Club is a good place to
hold our meetings, the accoustics, atmosphere and facility seem like they are better suited for our monthly meetings
- Area Pictures - Postcard site - Barb informed the members that
we have launched our postcard site for Mother's Day and have entered the CardMasters World Championship Mother's Day Event. Please stop by our site and have a look at what we are looking for for pictures. Goes along way in promoting our area. Beautiful Area Postcards being sent all over the world are inviting visitors to our area.

Guests - Deb Duncan with Oilfields/Okotoks Health Foundation
The foundation has been in operation for the last 10 years serving mostly Oilfields General Hospital. Took on Okotoks Health and Wellness Center in the last few years. Programs they fund are Points of Light (in memory or honor of someone at Christmas), Breakfast Program funding for all west end schools. Tailsman has now taken this program over. With their fundraising and donations have always been able to fund the programs and their needs. They are now being asked to support more than just comfort things. Money that is raised in a community stays in that community. This year they will endeavour to raise $65,000 to purchase a much needed 15 passenger wheelchair accessible van for the adult day support program which will be utilized dialy within the Okotoks, Black Diamond, Turner Valley, Longview and Millarville area. In addition a "portable overhead traacking lifter" system is required to move mobility impaired individuals safely and comfortably within their homes. This would be availiable through their equipment loaner pool.
They are looking for support for their upcoming (Golf 4 Wellness) Tournament. Golf/Sponsorship Package available on our website at: Golf/Sponsorship Package
Marjan Ruitenschild - The Energy Shop Fitness & Lifestyle Inc - 4th Annual Diamond Valley Family Run Asking the Chamber to help sponsor for this June 2nd Event. It is composed of a 5km walk/run or 10km run. All proceeds raised will be forwarded to the Canadian Cancer Society. Two levels of sponsorship is available - Gold Level - Cash or merchandise for draw prizes valed at $100 or more. Silver Level - Cash or merchandise for draw prizes valued at $99 or less. Last year they had over 100 partipants. This year they are forcasting over 150 walkers/runners. Donations must be in by Tuesday April 25th. For more information and sponsorship sheet please see:

- Black Diamond EDC - Barb is attending these meetings on the Chamber's behalf.
The Black Diamond EDC is looking after this years
Diamond Valley Parade. This years theme is Salute to the Olympians.
Hoping to have a medalist from Tornino Winter Games as Grand Marshal.
The EDC is requesting help to raise another $3000 to help pay the bands
which range from $350-850 per outting, feed the bands and have fireworks. They will be asking local businesses to participate once again in the trophy and ribbon sponsorship at $35. The EDC is working with Monique at Turner Valley to cordinate the days events for both towns. Volunteers are needed.
Show and Shine in Turner Valley will start on Friday night with the Family run where they will tour the two towns starting in Turner Valley
and ending at the Ball Diamonds at the Flare n Derrick. Starting at 7pm approximately. After the tour there will be a Drive In Movie held at the ball diamond. Actual Show and Shine on Saturday.
Fireworkds will be held Saturday night at 11pm at the Light Industrial Area on the east end of Black Diamond across from the Bargain Barn.
High School Pancake Breakfast for the grade 11 students Grad runs from 7am-9am Saturday.
- Discovery Days Update - Monique informed us that they are working on a joint
schedule with Black Diamond that will hopefully be
out much earlier this year. Turner Valley will be having Kids Entertainment, Pooch Parade, Petting Zoo running from 11:30 - 4pm
Flare n Derrick will be open incase of rain. Barb asked Monique to keep her updated as the events are confirmed so that we can have it on our
chamber Parade Day Events Schedule. Glenn inquired why we didn't have a midway. Danielle suggested a mechanical bull - would need to contact Cindy at Turner Valley Lodge to see what is involved with that.
Helmut suggested a Circus even with the prior problems which had a lot to do with event being planned to close to event day.
- Advertising - Monique brought forward a couple of ideas for advertising possiblilities
that we might be able to partner with the town with or linking with the town. Travel Alberta - TDR Funding
If we were to partner south we would qualify. Ag Tourism - Farm and Ranch Gate Sales where we could get packages together.
CHRB has one running right now that the town is participating in as a sponsor. Suggested the chamber might do the same.
"In Roads" South Calgary (Lethbridge Herald)
$350 approximately for 1/2 page ad would need to do with a coupon to
track the success.
Foothills Country Guide - still available
Need to do a better job of linking the town website to the Chamber website.
Helmut suggested that we ad advertising possiblities to the membership package. Executive to look at these ideas and offer to the members if

Guest Helmut Morscher - CEO of Webby, Inc - tips about email
Webby is a major commercial web host with it's servers in the Bell Atlantic Hub
behind the Pentagon, and Helmut is telecommuting to there from scenic Black Diamond.
Helmut is also in charge of Mypostcards.com, the worlds largest postcard network with about 50,000 client sites.
Helmut has prepared a booklet entitled Email Etiquette as a handout and took questions from
the floor. The handout gives insightful information regarding email preparation and how to deal with spam. He also gave information regarding reporting spam to spamcop.com. If you have

On the topic of internet, Barb questioned the members on whether they were having trouble with their telus connection. Many members stated that they were. Barb suggested that as the Chamber maybe we
should contact Shaw and see if there were willing to come to the area. After discussing the issue and looking at platinum as being a local business it was decided that the members if they were interested
should contact Shaw on their own.

Mike would like to run ads in the Gateway Gazette and the Okotoks Western Wheel to

she stated that it would be $94.50 + GST per issue and she suspected that the Wheel would be approximately $168 for their 1/4 page ad. Questions regarding what value is there is spending $1000 to attract
a couple of new members.
Helmut suggested a Bounty System - reward the people that bring in new members or better yet
deduct from their membership dues. ie. Bring in 5 new members that register and then membership for you would be free for one year.
Heather suggested that we might try something like Bragg Creek is doing - Survey on a note pad in businesses requesting

Jake inquired whether we could get the addresses for all area business. At the moment this is
not possible but HBDC is working on a database that should be available in the next couple of months. Jake suggests writing to these businesses and he would follow up.
Moved by Tanya that we set up a committee to work on a marketing campaign to bring the ideas and vision together for 1 member to speak at the AGM next month. Mike, Sheelagh, Monique, and Tanya agreed to be on this committee, seconded by Heather and carried. Tanya to email everyone to set date.
Wine and Cheese - We could have achieved the same feel for less money probably for $100 not the $500 that we spent in November. Members could possibly volunteer to do the trays of cheese and crackers, the town of Turner Valley may be willing to host the event.
AGM - Monique informed the members that the Bylaws state: At least two weeks notice of the AGM shall be given and that a notice inserted in one or more of the newspapers published within the district or a circular letter signed by the Secretary and mailed to the lasts known address of each member shall constitute sufficient notice.

John also advised the members that if the Chamber could locate video conferencing equipment we could participate in HBDC Brown Bag Lunch programs

Guest - Roxanne Walsh - Turner Valley Gas Plant Committee for a Safe Historic Sitein attendance to explain their goals and objectives
- They have been working on this since the last provincial election, zeroing in on
- issues around the plant
- Their goal is the complete remediation of the site
- Concerned that the containment system will not be maintained due to budget cuts,
changes of political party
- Methyl mercury and NORMS are a concern
- Alberta Environment are not following Dr Saint-Fort instructions for testing
- Alberta Environment has no clear plan for sampling - detection levels not accurate
- The committee is attempting to get stakeholders together to come up with a plan
- Need community to come together - province owns the site and took on the liablility,
they need to clean up the site not just contain it
Stan then advised the Chamber that the towns are paying to have the water tested everytime something comes up in the news. He also advised that the Town of Turner Valley water supply is clean. He would like the town water supply and the river water to be kept separate, being two separate issues. The water issue is slowing down business, development/housing sales.
Roxanne suggests that the towns testing perimeters be increased.
Mike wold like to spin this in a positive way How do we achieve the end result in a positive way? All that is being done at the moment by leveraging the media in a negative way is creating concern in the business community.
Roxanne suggests we come up with a plan The Chamber is supportive of the group for cleaning up the site There a need to publish all the facts
From a real estate perspective they want to know what is being done
The chamber to take a role in what needs to be done Kristan to take on writing a letter for approval by the executive prior to sending out.
Black Diamond Economic Committee - Mike informed us that the committee is frustrating with a lot of work that needs to be done. Mike doesn't know at the moment if anything is going to come of this. He doesn't see good leadership on this committee with councillors voting against concept.

Old Business:
Big Show/Small Town - Pam reported filming took place on September 17 with crews all around town filming the chili cook off, seniors lodge dinner, Tommy (spoon player). Gazette did an article showing some of the stuff. Committee set up the next 2 events. Talent Show is this
coming Friday at the High School Drama Theatre, 7-9pm with 3 of Black Diamond's councillors as judges, no audience. Ten different acts are lined up at the moment still trying to get more. A couple of pet acts, singing, dancing, this show is all about having fun and entertainment and to be used to get footage for the TV show. If you know anyone at all especially someone who tells jokes that would help if you could get them out.

Big Event - segments of the show will be shown. Whole event being filmed. Saturday November 5th

They need volunteers to help on the 5th.
There is some feeling that the image that is being portrayed is not what we want people to see of Black Diamond. With this town being funky, hip and futuristic we would like it portrayed that way. We are all responsible for the outcome of this show. Filming done at the bar was only a small segment. Pam has concerns that the committee has become an event organizer not what she thought the committee had to do. Mike would like to contact the town regarding this problem.

Go Magazine - Heather Storie hear to speak on the new magazine in Alberta.
Go Magazine has just started in Airdrie this summer. Publisher has published this magazine in Ontario for 5 years. Okotoks magazine is almost together. Information on all surrounding communities. This magazine will go to everyone for free. They are looking for stories and story writers from each community. Quarterly magazine. Rate sheets and copies of magazine are available.
Wine and Cheese- Judy McMillian Evans from HBDC was here to inform us that albertafirst.com has been brought up to date with list of businesses and community profiles which are used by site locators. Largest economic development tool used in Alberta. New business to self register at albertafirst.com. As this was a federally funded program she has some funds left over and would like to use them for a celebration. Partnering with the area 387 businesses. To be in January 2006. It will be a good opportunity to get all these groups together with a presentations to find out what everyone has been up to. Possibly partner with the Cowboy Trail as everyone is all trying to do the same thing. Judy will create an invite. We will supply a mailing list.
HBDC is opening an office in Okotoks November 1st, 2005 to service Okotoks, Black Diamond, Turner Valley, Bragg Creek. Main office in High River

Shop Local - Survey has been sent out to all business 4 different times,
we have received 4 responses back. Tracy feels that it doesn't seem like the
businesses are interested and maybe we should table this until Spring.
Tracy's vision is for this program would be for the chamber to advertise and promote local business in the Gazette and new business packages, maybe with a business profile to educate the consumer.
Heather feels that business needs to use local business first prior to
going to the city although she sees they can be non-competitive, not interested or too busy.
Mike sees a retail insentive component which is difficult to put together and make work. We need to promote what we have and educate people on the value of supporting local business.
Tracy suggests maybe writing a Did You Know article for the Gazette.
Danielle suggests maybe local businesses should be doing a comparative price list vs City prices including the price of gas so the consumer is aware that it isn't always cheaper to get it in Calgary or Okotoks.
Town of Turner Valley is attempting to rebrand as a destination and experience
Jim thinks we should be helping people become better by training people to be better marketers of their business. Business needs to consider their hours of operation, hospitality, etc.
Newsletter - Barb informed members that she has been writing the newsletter and forwarding a copy of each one to the Gazette. Mike is willing to work on this. Barb and Mike will be looking after the newsletter.
Paper/Membership Forms - Moved by Glenn and seconded by Mike that we move forward with purchasing, letterhead, stickers, wall certificates, invite cards and envelops carried
Black Diamond Economic Development - Tracy informed the members that she is still unsure as to the direction that the town wishes to go here as their first meeting was rescheduled to Saturday September 24, 2005, 9am-2:30pm. She will be at this meeting and report at next chamber meeting.
Turner Valley Economic Development is holding open meetings with the community at the moment. Will be looking at forming a committee possibly at budget time.
Chamber Benefits: Barb will update the Chambers web page with benefits from Alberta Chamber of Commerce for 2005 and send out all benefits to members.

New Business
Resignation - Angela Choi has resigned as Secretary as she has left Clarica and gone back teaching. We need to find a new secretary. Barb is willing to step in in the interim. Glenn suggests holding nominations at next meeting and voting in November. Mike feels that it may be easier to find someone at the Wine and Cheese informal meeting to fill the position.
ByLaw Enforcement - There doesn't seem to be a problem as far as the members are concerned here for Black Diamond but do feel that the 50kmp sign on the east side to Turner Valley is to close causing you have to stand on the brakes to slow down going into Turner Valley. The Special Constable realizes this and parks where he knows he will catch people. Monique suggested going to a council meeting to look at this concern. She also informed us that their is a new Town Manager in Turner Valley that is willing to come out and attend a meeting and even present if we like.
Next meeting - Mike suggested that we have a wine and cheese potluck social event in the near future. It might be a good place to find a new secretary.
We should contact everyone with a business in the MD of foothills and all
businesses with in the Towns and Village, possibly inviting the businesses from Priddis and Bragg Creek. Moved by Mike to have this wine and cheese social for our November meeting seconded by Barb and carried. Need to find a location.
It was suggested by Jim that we should hold it at the Stop as Mike is a strong supporter of the community and chamber. Mike raised that he was not comfortable to just have it at The Stop so if any other business or location is available then that is fine with him.
Careers: The Next Generation
Holly Robbins touched on what her business is about.
She informed the membership that her company was formed by Syncrude Canada to help students explore trades with the chance to receive credits for High School work experience and Post Secondary Credits along with paid for work. Holly is
looking for local trades people who are willing to hire these students so that when they are finished school they can step right into the trade and have ability in the field. Because students typically go to the major centers to work and leave the small communities she feels a need to try and get the
youth to stay in the smaller communities. They also offer a Health Pathway Occupations. Mike asked if she was willing to return to a another meeting in the future. Holly said anytime. Include her business in the scheduling of year events for the Chamber.
Glenn suggested that we start working on the Christmas Light Ups at the next
meeting. Black Diamond's Light Up is scheduled for November 26th. Turner Valley has not finalized their date as yet.

Town of Black Diamond has joined the Chamber now that the charter is reinstated. Jake gave the money and

Shop Local Survey - Angela has only received three surveys back please fill them out and fax
back or drop off with Tracy Berg. Jake feels we're competing - need to be running an
efficient business. Glenn will check the local businesses first. Angela to develop a
support network, so that we can refer clients, committee formed by Chamber earlier this year.
Glenn request businesses get ideas down on the surveys and the ideas will be consolidated and
presented. Moved by Glenn and seconded by Laurie thatGlenn and Tracy to tally survey results
and present at next meeting carried.
Big Show/Small Town: Committee Update - Pam J. reported that first meeting was last night,
they discussed the contract (in shambles), revamped and will be approved by local lawyer.
Proposed $7500 payment held in trust by town. Possible shooting dates: Chili Cook-off,
Christmas Light-Up and Spring Fling.
NEW BUSINESS
Gateway Gazette Article - Pam suggested a volunteer member volunteer to write a column for
each issue to raise the awareness of the Chamber. Glenn thought that maybe once a month
after the meeting would be a good time. Jim suggested isn't that the newsletter? Monique
stated that the previous newsletter lacked info. Angela questioned whether Webby does the
Newsletter? Glenn will write article, Newsletter will be included. Jake inquired about
The Western Wheel? Glenn will talk to them, but unlikely that they will publish for free.
Monique informed us that the town of Turner Valley will be willing to put newsletter on TV
town website, and businesses are reminded to submit a biography and link to their website.

Alberta Supernet Workshop - Angela haded out the info, will resend it with today's
minutes, info blurb from the sheet.

cards/invitations to meetings $343.24, quote handed out, awaiting approval. Glenn inquired
about window decals (more than just the AB Chamber of commerce) Stan inquired about the
benefit of a wallet card? Glenn inquired who has gone to AB Chamber to find out benefits,
Angela stated that previously Mike had said he'd check provincially, Glenn will check with
Mike and will follow up, Pam inquired if we are considering changing names? Glenn suggested
Diamond Valley and District? We should include all town's logos or none. Angela informed us
that there is a lot that needs to be pursued and discussed. Send out copies of the proposed
documents - to be tabled until next meeting. Jim suggested that the cost may be an issue. What is
the Chamber's funds situation? Angela stated before making any monetary decisions next meeting
will ask Danielle to present a detailed Treasurer's Report. Moved by Glenn and seconded by
Laurie that Glenn checks with Mike about benefits of AB Chamber. Angela to contact Pam Muloin
so taht the forms can be distributed to members before the next meeting carried.
Meeting Locations Jim feels that the meetings should be in a location that we are not
competing with other patrons to be heard: difficult to hear and may be intrusive to other
clientele as well. Angela feels that restaurant meetings are great as the Chamber was growing,
and showed support for local business. Stan informed committee that the Town of Turner Valley
is willing to allow space for meetings for free. Would be great if all town offices offered
meeting space so that the meetings could still move to each of the communities. Possible choose
a restaurant for Members to order from - email the menu and members can order ahead of time
and pick it up on the way to the meeting. Moved by Angela and seconded by Tanya carried.
